Authorities were yet to identify the bodies on Sunday afternoon as a recovery operation continued.
Emergency services were called to Little Bay Beach at Little Bay in Sydney's south about 11.10am on Sunday in response to a concern for welfare.
Police found a body near the rocks before another body was found a few hours later.
