A provisional driver has been called 'dangerous' after he was caught speeding while using a mobile phone and with no P-plates on display.

Yuekai Sun, 20, from Rhodes, was convicted of P2 driver exceeding the speed limit by more than 20 km/h, P2 licence holder using mobile phone while driving, and not displaying P-plates.
Sun appeared before Goulburn Local Court on October 7. It was presented to the court that Sun was travelling from Canberra back to Sydney on May 18, 2020, to take his pet dog, who had been bitten by another dog, to the vet.
The court heard that while driving northbound on the Hume Highway, near Marulan, Sun was detected speeding at 132km/h by police. When the highway patrol officers pulled him over they discovered that he was on a P2 licence. As a result he was also charged with not displaying P-plates and using a navigation app on his phone that was fixed to the windscreen.
Sun, who represented himself, pleaded guilty to all three charges.
Through a Mandarin interpreter, Sun said he had been anxious about his dog that day and had tried to overtake a truck in front of him.
"It was my mistake, I regret what happened. It won't happen again," he said.
Sun said he had forgotten to replace the P-plates after a fully-licenced person had driven his car.
"I am very sorry and know I am guilty."
Magistrate Geraldine Beattie took Sun's early plea and decision to bring the matter to court into account.
The magistrate said the maximum speed for a P2 licence holder was 100km/h and Sun had been driving a third more than that. She noted Sun's two prior speed offences and another no P-plate matter.
"You're someone who doesn't care about the safety of others on the road," she said.
"You might not have regard for your life on the road, but you must have regard for everyone else.
"You're dangerous to be on the road. Every other driver works on the basis that everyone else is also obeying the rules."
Sun was fined $500 for speeding, $200 for not displaying P-plates and $300 for use of a mobile phone.
The magistrate said Sun had "well and truly" lost all his demerit points and his licence would be suspended.
