Among the guests were Goulburn Mulwaree Council mayor Bob Kirk and general manager Warwick Bennett, Member for Hume Angus Taylor and Member for Goulburn Wendy Tuckerman.
Mr Bennett started proceedings by giving a background of the project, which started about four years ago.
"The track will start at the Marsden Weir and do a loop around the city," Mr Bennett said.

"We are now even planning future growths around the west of the city.
"We are overjoyed by the amount of compliments that we get."
Cr Kirk followed by giving his thoughts on the $937,000 project, half of which was funded by the federal government.
"It's a marvelous addition to our community," Cr Kirk said.
"For many years, Goulburn was built on the junction of two rivers, but yet as a community, we've never made the rivers a feature.

"I am overjoyed by the amount of compliments we get and we get told this was the best thing [the] council has ever done."
Mr Taylor said he is an avid user of the track and very proud of the project.
"I've been delighted to see how well used it is and how it's really adding to the amenity of Goulburn," Mr Taylor said.
"It is such a beautiful spot."
Mrs Tuckerman acknowledged the contribution former Member for Goulburn Pru Goward made to the project and, like Mr Taylor, loved the addition to the track.
"I'm really excited the NSW Government are using their funding program called Stronger Fighting Communities to be able to achieve these fantastic assets," Ms Tuckerman said.
Among the attendees was Luke Shirley, who loved how the walkway had turned out.
"I did the surveying for the area," Mr Shirley said.
"I think it's come up well and there's a good view here."
The Wollondilly Walking Track is free for anyone to use.
