Colleen Worthy was announced as the successful applicant from a strong panel of applicants, according to mayor John Stafford, on Monday, January 13.
"I'm delighted with the person we have chosen for the position," Cr Stafford said.
"She brings with her a wealth of experience, both in administration and local government."
In local government, Ms Worthy is currently general manager of community services at Rockhampton Regional Council.
Previously, she was director of community health and economic development, director of city centre development and director of strategic and environmental planning and legal counsel at Gosford City Council.
In the private sector, Ms Worthy was CEO of Arcotown, a practising solicitor and CEO of a Sydney law firm and general manager of Bulli and Coledale Hospitals.
Rockhampton Regional Council councillor and community services committee chair Rose Swalding said Ms Worthy was a good leader.
Cr Swalding said she worked closely with Ms Worthy on a wide range of projects within the council's large community services portfolio.
"She is very good to work with. Great leadership and great communication. She will be a great asset to the organisation," Cr Swalding said.
Rockhampton Regional Council councillor Tony Williams said Ms Worthy was "very professional and more than helpful".
He said all of their councillors had been notified of her resignation by Rockhampton Regional Council's CEO.
Ms Worthy's first day at Upper Lachlan Shire Council is on February 3.
"I am sure there will be many introductions and meetings to brief Colleen on our current and future projects, works and day-to-day delivery of services," Cr Stafford said.
"I know Colleen is keen to hit the ground running, so please join me in welcoming her to our council in the coming weeks.
"I would also like to take this opportunity to thank both Andrew Croke and Tina Dodson for doing such an exceptional job while stepping in as acting general manager in the interim."
