It was one of the largest citizenship ceremonies held at the council.
Goulburn Mulwaree Mayor Bob Kirk officiated at the ceremony and was joined by deputy mayor Peter Walker for the certificate presentation to each new citizen.
"We are privileged to live in Australia, and in the wonderful Goulburn community, and these ceremonies have always been a reminder of this to me," Mayor Kirk said.
"On Tuesday, we welcomed new 28 new citizens from 13 countries, being Pakistan, Nepal, Iraq, England, Scotland, India, Thailand, New Zealand, China, Bangladesh, Fiji, Colombia and South Korea."
Following the ceremony, the new citizens, along with family and friends. enjoyed morning tea with Cr Kirk and Cr Walker.
Goulburn Mulwaree usually holds Citizenship Ceremonies on Australia Day, unlike some councils who have cancelled Australia Day celebrations.
But the Federal Government now required all councils to hold citizenship ceremonies on January 26.
