The council has received 47 public submissions on its Urban and Fringe Housing Strategy, placed on exhibition in January and February this year.
The study, completed by Elton Consulting and designed to guide growth, predicted the need for 2636 more houses in the period 2016 to 2036 for Goulburn and 3359 across Goulburn Mulwaree.
The population is forecast to increase by 6098 to 28,938 for Goulburn during that time and to 37,202 across the council area.
The consultants said Goulburn and Marulan had enough residentially zoned land available for immediate needs. However Goulburn was set to exhaust its greenfield stocks in the next two to five years if current development trends continued.
The authors examined demography, planning policies, constraints and land suitability, housing character of particular areas and made recommendations.
Property owners, developers and government and public agencies lodged submissions on the strategy, a council spokesman said.
"A number of possible constraints have been identified during the public exhibition period, including infrastructure that may limit residential and sensitive land uses," he said.
"Council staff are now further considering these constraints, to ensure future development is located appropriately."
Mayor Bob Kirk said it was important to keep the community in the loop with progress on the strategy.
"Staff are providing an update to those who sent in submissions, and we felt it was important to also give the wider community an update on the progress," he said.
"Once the review is finalised we expect a report to come back to the council in the coming months, which will include consideration of submissions already received and a recommendation for council to consider."
"The strategy is a long-term one which sets out the next 20 years of residential growth in our region, and it's important that we get everything right."
It's expected councillors will consider the revised draft strategy in August or September.
