Featuring a flying fox, large climbing net, a maze and a series of slides, the playground is expected to come under budget at $1.2 million.
Goulburn Mulwaree councillor and working party chairman, Robin Saville, said a facility such as this was long overdue in Goulburn and was just one phase of developing Victoria Park into a community "hub".
The working party travelled to areas of Sydney last year to gather inspiration for the park. After "pooling ideas" with consultants, Cr Saville said they had come up with a proposal suitable for all ages, including those with limited abilities.
"I've raised this before, that we have so many empty parks in Goulburn," Cr Saville said.
"All we've really got is Belmore Park and we need something so much more. Every time I go to other cities I am envious of the facilities they have.
"It's really, really overdue in Goulburn and I'm hoping the community will respond positively to it.
"We are putting it out to the community soon and will be asking for feedback and responses. We've been pushing for this for a long time and it's looking really good.
"We've picked Victoria Park because it's an underutilised facility and space in our city. We really want to energise it and get people into the park."
Cr Saville said initial plans were to have the playground completely finished by the end of this year.
New toilet facilities, full irrigation of grassed areas and the installation of CCTV would also be explored, he said.
"This is not the end of the story with this adventure park," he said.
In weeks to come, full plans will be released on the council's web site, as well as into local schools.
Cr Saville is urging as many people as possible to respond with suggestions, praise or criticism.
